It concerns the efforts of Mrs. Elizabeth Lord, executive director of the Canadian Planning Association of Canada, Winnipeg Division, to implement a relatively low cost program of upgrades to the downtown buiildings. Called the Norwich Plan, named after the English city town that first attempted the process, the plan entails business groups contributing to a fund that will pay for paint and minor repairs to buildings in order to improve the appearance of the downtown area. The concerns and supportive comments of the mayor Steven Juba, business groups, the Association of Professional Engineers of Manitoba, and the Manitoba Association of Architects are included. |
