REASON -- "Governance Act“ -%——~ redefines reserves as municipal lands --— Municipal lands made up of two kinds: A--—- PUBLIC LANDS —— for municipal owned facilities

-- PRIVATE LANDS —— which can be sold, mortgaged or

leased by private holders. —- Are taxable.

0 Land Management Act —- replaces Crown protection clauses of Indian Act.

-~ When used as security for loans — land can be taken by outside lenders and developers when loans unpaid (this happened in U.S.A. as a result of termination laws.)
