- A paper written by Walter Rudnicki and presented at the National Indian Assembly by Eugene Steinhauer, the head of the Indian Association of Alberta, on 18 May 1981. The paper addresses the "Indian Government Act", calling it "an instrument of termination and assimilation" and discusses it in the context of proposed constitutional amendments. Rudnicki and Steinhauer assert that aboriginal and treaty rights must be entrenched within the Canadian constitution, and call for the rejection of the Indian Government Act by aboriginal bands. Rudnicki has written, on the front page in red ink, "Presented at Assembly by Eugene Steinhauer as head of Indian Assoc. of Alberta. Effect: Assembly voted to reject rationale behind what was to emerge at Bill C52".
