Description: | The first page of a memorandum to Cabinet written by Walter Rudnicki and staff at the Central Mortgage and Housing Corporation (CMHC) on October 2, 1973 for the office of the Minister of State for Urban Affairs titled "Housing Program for Metis and Non-Status Indians." The policy document was intended to provide low-income housing solutions to Metis communities. This draft document was shown to Native Council of Canada representatives on October 5, 1973. At the time, the document was subject to six revisions and likely facing more. It was not considered an official "confidential Cabinet document." One may conclude a "leak" controversy created the opportunity to fire Walter Rudnicki in response to the direction he was taking CMHC. |
